Not that simple. If 1 recharge weapons got triple damage, they would be much better at penetraiting the damage resistance of a given layer and bleeding in to the next layer.
I think everything is fine, there are just a lot of BPs and weapons out there that were developed around the old system. Oddly, the Devs have released weapons with 1 second recharge after the changes as well.

Not quite so odd Astra. I believe it was Paul (could've been Brandon) that said they released them that way so that any final changes to that part of the battle system would affect all weapons properly and be easier to impliment. Something to that effect. Essentially, if they go back to a 1 second minimum, the released weapons won't have to be adjusted. At least that's my understanding of the reasons behind it.
