It is just an intercepting chance - the larger the number you have the higher the chance. And yes, it would be possible to block all ten fired.

Other than a critical hit I have yet to see a torp bypass the shield and do armour/hull damage. Paul may be describing the way it is suppose to work but that is not the way combat currently works.

The mechanics behind the way combat is suppose to work and how it is actually working are not exactly the same from all the testing I have done. But as most of us expect it wont be fixed but will be rewritten rather soon on the list. Once that happens I'm expecting every offensive and defensive piece of equipment to be extremely valuable to all ships.
